There are at least 3 suppliers of Class 08/Class 10(Blactstone engined version of same loco) in 5" Gauge.
Blackgates, Compass House and Dan Jeavons all do them that I am aware of, the first two can be googled but Dan Jeavons doesn't have an internet presence. He can be found advertising in Model Engineer as Steam and Diesel castings.
They are all different and I don't know enough about them to say which is better.

Blackgates loco (Charlatan) is something of a compromise though they will supply drawings separately, if you want accurate drawings, the NRM definitely has a good GA. Obviously it's not 5" scale, but it is well dimensioned.

I constructed a "Charlatan" version of the 08 shunter soon after it became available back in the 1980's. The original design was marketed by a gentleman named Mr. H. Pugh, and used four cooling fan motors readily available from Lucas, the car electrics company. The design was subsequently taken over by Blackgates, the electronic circuitry was updated as miniaturisation became the norm, and as new motors became available.
The design is very straightforward to build, produces a powerful loco, and can be detailed as the builder requires.
