GWR loco headlamp positions

On GWR locos there is provision to carry two spare headlamps on the loco running plates, usually on the left hand side.

I've scoured the rule books and cannot find anything that says which way the lamps should be placed, ie lens inward or outward facing. Logic would say inwards but photos show it could be either. Any clues anyone ??
