Stephenson valve gear: where to start?

Hi,
my LBSC Minx needs to have the valve gear set. It ran fine until one strap broke and hit a sleeper. This seems to have moved one of the eccentrics.
Which is the best way to re-adjust the valve gear?
Some sources like this one start with the eccentrics:

Others start with the rod and set the eccentrics later:

DONE. Tried the "eccentrics first" approach and now it runs.
